Since the year 2000, ADRF has tried to influence the government to ensure legal amendments and to undertake measures for their implementation regarding the legislation in the construction area to fulfil the right to accessibility of the environment/ construction, information, communication and transport for all categories of persons with disabilities.  ADRF has continuously undertaken initiatives for the capacity building of the local and central governmental institutions on issues related to accessibility.  On the other hand, ADRF has worked to empower persons with disabilities as well as disability groups so that they could raise their voice and increase their pressure towards the central and local institutions that are responsible to guarantee accessibility.
