The ratification of the Convention on the Rights of the Persons with Disabilities by the Albanian Government has created new obligations for the Government in terms of legal amendments, administrative approaches, the approach to the disability, higher-level standards for the rights of better life quality of the persons with disabilities. Even though the legislative framework has been improved over the years, it is important to keep in mind that the legal obligations are valid for all levels of government, including the government at the local level. For these approaches and concepts to be applied also at the local level, there is a need to materialize and break them up in current plans and measures that are tangible for special units of the local government. It is for this reason that the ADRF has promoted and at the same time offered technical expertise in the drafting of the Local Disability Action Plans in a few municipalities. The Local Plans aim at assisting the municipalities so that they can apply the obligations deriving from the CRPD and other legal and sub-legal acts adopted by the Albanian Government. The drafting of the local plans is based upon the CRPD’s principles: (a) respect for dignity, individual autonomy, inclusive of the freedom to make personal choices, and the person’s independence; (b) non-discrimination; (c) complete and efficient participation and inclusion in society; (d) respect for the diversity and acceptance of disabled persons as part of the human diversity and humanism; (e) equal opportunities and (f) accessibility. The Local Plans offer the following: (a) presentation of a complete picture of the current situation of the disabled persons at the local level (at the respective municipality); (b) identification and focus of a few leading directions to address the existing issues and challenges on the right path; (c) objectives and measures with achievable results at the local level; (d) information and raising of the awareness of the local administration and community.
