ADRF works to promote the inclusion of disabilities in donor agendas and development programs. In order to promote the inclusion of disability issues but also to strengthen the voice and increase the pressure towards political and legal improvements for people with disabilities, ADRF has initiated the establishment of the Albanian Coalition for Disability and Development. parts of NGOs for disability, NGOs for human rights, international organizations operating in Albania, representatives of the business community, etc.
