With the support of the United States Agency for International Development, from October 2010 to November 2019, the Albanian Disability Rights Foundation, implemented the project "Economic Empowerment of Persons with Disabilities in Albania", as one of the most comprehensive projects in the field of employment of persons with disabilities in Albania.
Main project interventions were the following:
Establishment of a Specialized Employment Service for Unemployed Job Seekers with Disabilities, its inclusion in the National Public Employment Service: A cooperation agreement has been signed with the National Employment Service and the Regional Employment Offices of Vlora, Tirana, Shkoder and Elbasan, based on which ADRF has an essential role: to provide expertise in the recognition of issues focusing on the employment of people with disabilities, concepts of reasonable accommodation and non-discrimination, recognition and involvement of the specialized service created through the project implemented by ADRF in the public system of employment service provided by these institutions. Evaluations of the employment service in the public employment system, as well as the practices generated during the implementation of projects with a focus on employment, have served as a reference in the process of drafting Law No. 15/2019 "On the promotion of employment", which sets out obligations that guarantee the specialized service needed by persons with disabilities seeking employment. To meet these obligations, MFE is working in partnership with national and international bodies, including the EU, USAID, UNDP, and civil society organizations, with expertise in the field of employment.
Until 2019, the employment service of ADRF which includes information, monitoring and evaluation, training, job counselling, orientation and employment mediation has supported about 786 persons with disabilities, of which 383 girls and women, who have completed and employment counselling cycle offered by 14 job coaches trained for this service.
Legal, Lobbying and Technical Assistance for Improving and Implementing Employment Laws: The country's first assessment of Albanian employment policies and legislation with regards to persons with disabilities was published, including the measurement of the level of implementation in both the public and private sectors. ADRF, with a group of experts, has issued a package of recommendations for legal and sub-legal acts with a focus on VET and employment of persons with disabilities that have been consulted with all stakeholders. As a result of an ongoing advocacy process, the Albanian Government has taken into account some of these proposals, part of the presented package, where among the most important we can mention the following: drafting of DCM No. 248, dated April 30, 2014, pursuant to the Law on Employment Promotion, and Law no. 47/2014, and some amendments to the same Law no. 9355, dated 10.3.2005, on Social Assistance and Services in 2016, Law no. 93/2014 On Social Inclusion and Accessibility of Persons with Disabilities, Law no. 15/2019 "On the promotion of Employment” which provides, among other things, the establishment and functioning of the Social Employment Fund, dedicated only to the promotion of VET, employment and self-employment of persons with disabilities and their families, Law No. 57 / 2019 "On Social Assistance" which does not anymore that the disability allowance, given due to disability to be removed at the time of employment, changes in the Labour Code, National Action Plan for Persons with Disabilities 2016-2020 which provides interventions aimed at increasing market share and promoting equal opportunities for decent work for people with disabilities, by achieving objectives that focus on improving the quality and scope of VET services that promote inclusion of people with disabilities in the labour market; facilitating the integration of people with disabilities in the labour market through employment promotion programs; improving the quality and efficiency of employment institutions and services, etc. Through a study on the impact of the implementation of DCM no. 248, according to the Law on Promotion of Employment, which includes an analysis of the practices of countries in the region for the employment of persons with disabilities, ADRF has provided in May 2017 and is in dialogue with the Albanian Government, MFE and MHSP, a few recommendations that will promote the guarantee of rehabilitation and vocational training and employment of persons with disabilities.
Mediation and provision of opportunities for participation in internships, vocational training and employment: By 2019, 267 persons with disabilities of those 135 women and girls with disabilities have been employed/self-employed, 40/19 others have been offered internships and 226/120 have been helped to pursue vocational training courses.
ADRF in partnership with the organization “Assist Impact” and with funding from USAID, has provided technical assistance that has made possible for a technical assessment of accessibility of six vocational training centres (Tirana # 1, Tirana # 4, Shkodra, Elbasan, Durres and Vlora). Based on this assessment, further works were carried out for the reconstruction and improvement of the physical infrastructure to guarantee (partial) access for persons with disabilities in the premises of the Vocational Training Centre No. 4 in Tirana, and full access to the VTC in Vlora. by increasing opportunities for vocational training, internships and employment for persons with disabilities..
Capacity building and raising public awareness of the employment of persons with disabilities: A network has been identified and established with all stakeholders, who are consulted at all stages of project implementation. All actors involved in programming and providing employment opportunities for persons with disabilities have acquired knowledge through the exchange of information and technical expertise. Four studies focusing on various aspects of employment of persons with disabilities, 4 guidelines packages, among which a guide with a focus on reasonable accommodation, 2 books with success stories and various information sheets, media products at the national and local level including: TV spots, documentaries/success stories, national and local TV debates, many chronicles of activities, organization of various events such as: national conferences, awareness raising and promotion events, with wide participation organised in public spaces such as Cinema Millennium and near Hotel Rogner Europa Park, including an exhibition with success stories, awarding prizes to leading companies that offer employment opportunities for persons with disabilities; information days, seminars and training sessions for family members of persons with disabilities, NGOs, staff of the National Employment Service, Employment Offices and Labour Inspectorates, MHSP (former MoSWY), information days and training sessions for various companies, including business organizations such as Chambers of Commerce and Industry, Bank of Albania Association, Business Albania, technical working group sessions at expert level, participation and presentation of the program in other public events, such as job fairs, seminars and various local, national and international conferences, the sharing of program practices through social media, web site and Facebook, all aimed at promoting employment as well as the sustainability of the necessary interventions to guarantee a decent employment for persons with disabilities.
